Then blame 1c, not Ubisoft. 1C is the first publisher and has all the decision tools over the development team...
That game cannot represent much more than 2% of Ubi total sales (around a billion euros); absolutely no interest in rushing it.
Now think about the % for 1C (own sales in Russia + royalties from sales of Ubi).
Who had the highest interest of getting money early, and who could decide? Ubi? Meh. No chance.
