I'm one step before confirming the order: tell me if the game menu is switchable in english,how set steam properly as a russian account (it's enough to set the language in russian ? )

AND MORE IMPORTANT THING: a friend told me that there is an high risk that steam ban both your accounts.Can you confirm this ????

i got to the point where it allowed me to enter my credit card details, but then it wanted a small test amount to check my account (2$), but that check failed and it locked my account!
