Not necessarily all of Europe. I'm in Estonia and I can't view it on Steam (the announcement is on the news page, but I click it and it says 'Oops! Sorry! Not available in your region!').

And no, Estonia is not really Eastern Europe. We are only 200km away from Finland who are getting it on the 31st, so why we wouldn't be is beyond me. Hopefully there's just a delay for us and I'll be able to wake up one day this week and be able to see that it's there for us on Steam on the 31st.

Man I know the feeling steam did that to me with a game... dangled it in front of me like a carrot and then went to buy it and got "Not yet available in your region"!!!!
