If you use Blue Sun Mod (I don't know if it works with native version) type in the console :

killenemies



I don't know what's the english keyboard key for the console to came down, I've a french keyboard. On this one its the 'ù' key.

Turning on "Last "Enemy"in the game options should solve the problem with inaccessible enemies. If that wont work you could try leaving the sector through the exit point and then enter it again, hopefully the enemy will have changed location.
