GS Hunger..Effects=2 is not recommended at all, not even by Oleg

It is buggy and causes slowdowns + artifacting especially in smoke. Otherwise your conf.ini looks pretty much the same I use except not using Water=2 ( I have on zero) and Dynamical Lights are off as well.
