A Pentium 4 HT... is that a Core2Duo? Or an actual Pentium 4? 'Cause a Pentium 4 is pretty dated these days.

Windows 7 x86... that's 32bit?

I can play the game fine on my Core2Duo 2.4 with the same graphics card, same memory and same OS (Win7 32bit). I just kept the settings that the game chose at initial startup (not the highest), I run the game at 1680*1050. If your CPU is a Pentium 4 then I'm guessing that's the bottleneck in your system. But then it would surprise me you can run GTA 4 fine
