Do you have a scroll of Song of the Wind? That can give you pirates.

song of the wind=pirates? I didn't know.

anyways you will certainly find bowmen pirates and marauders (or robbers) in scarlet wind, debir and bola. but you have to have all those with you when you do the quest, 1 or 2 of the 3 is not enough. you won't find all 3 troops on one island, that is true (unfortunately). it takes some time but it's worth. you get very easy a green dragon.

Not really Mandea, its all random. On my latest game i found all 3 in village in verona

Sure it can be annoying but i wouldnt say it's bad, it adds some charm to the game imo. You could also use the savegamescanner to be sure as someone mentioned earlier.
