Well first what i did when i starred was sgo on ship nad sneak was what possibly up to rusty anchor, then i won the fight with guardan for verona map nad then sneak umkas then nameless and now i foound shettera map ungarded there

.. but i do not get how you got levels there i barely see any quest without fight .. the only was on rusty anchhor to collect bottles ..
