Well, that looks like serious problem, funny, I have 1.7 patch and it works fine with me
Workaround: If in Upper Hadar, reinstall game to degrade it to 1.6.5 (or lower) complete all upper hadar quests, and install 1.7 patch again... Chop1n -> I hope you was able to go through the Lina quest well.
