These lake dragonflies spawn (not respawn) when you talk to the woman in the village cottage (you probably did not talked the her previously or not the right path... if this is possible ) that means -> you finished the main THORN quest and never looked back near the lake where the thorn king lives... after you finished the quest - first then you talked to the women (there two - first with the cow the second give you crystals for lake dragonfly wings) - and the second one is responsible for the two stacks for lake dragonflies (you recognize them so that they do not have any other units than blue lake dragonflies)

Or you installed "respawning units" MOD...and forgot about it... when I look how late you are still online... no wonder (you are GMT +1 methink)
