Leadership Banner question

I have noticed that the leadership you get offered when increasing levels goes up as levels increase.

My question is whether this also applies to the leadership banners you find on the adventure map.

I.e., are the banners (and possibly treasure also) randomized but fixed at the beginning of the game, or are they proportional to level, so that if you were to wait a few levels before going to pick up the banners you would get more leadership points?
