Not with IL-2. With Autohotkey you could use this

NormView(){
    Send {NumpadIns}       ; e.g. FOV 90°
    return 0
}
GunView_Hold(){
    Send +{F1}             ; toggle Gunsight view
    Send {NumpadDiv}       ; e.g. FOV 30°
    KeyWait %A_ThisHotkey%
    Send +{F1}             ; toggle Gunsight view
    return 0
}

Cmd_View_SightViewOnHold:
    GunView_Hold()
    NormView()
    return

Make sure that the keys triggered by Autohotkey are configured in IL-2 (or vice versa).
