The top needle is the slip indicator that indicates if you are slipping or skidding. To maintain a 'Ballanced' turn you should keep the needle centered by applying rudder in the direction of the needle. (needle right- increase right rudder, Needle left- increase left rudder). If you are in a turn and the indicator points towards the centre of the turn you are slipping and if it points away from the centre of the turn you are skidding.

In straight and level flight if the needle is to the right - trim rudder right, if the needle is left - trim rudder to the left.

The bottom needle is the rate of turn indicator. The rate of turn is measured in degrees per second (rate 1 turn now-a-days is 3 degrees per second). The radius of the turn and your angle of bank are determened by your true air speed.
