The 'L' key is for low-beam & the Ctrl+L is for high-beam, and back to low-beam.
Also, what steering device do you have? Most problems with steering in this game can be fixed by going into the config file directly to over-ride the files in the game itself. I have posted them in the
"Control Devices & Wheel Issues" thread
HERE, and it seemed to help others. I use the Logitech G25 with pedals & shifter. Wheel Devices may differ, but generally this is where you need to go, because the in-game configurations tends not to save most changes, and reverts back to default. Don't ask me why.
