I dont see it like that. Bombers would be forced to fly higher to avoid the spotlights glare and reduce their chance of being spotted, their high alt escorts would be forced to fly as close as possible so they do not loose sight of their package. people would hang back to defend their airspace, it would force the side to work more as a team.

personally, i'd use a I-153, small enough to be hard to spot, maneuverable enough to turn on a six pence and get out of that spotlight.

it would also make you feel more involved in the game, at the moment there is virtually no involvement with ground units, this way it would feel like your working with the ground units.

what would also be good is to make the flak and spotlights destructible.
