Technically the ekranoplan flies.. It uses ground effect to just skid over the surface. It needs water to take off, but can fly over ground just as well, as long as it's flattish.

![]() Look up the Caspian Sea Monster. It needed the engines just to take-off. It needed less than half of that power to maintain flight once established. EDIT: Yup. |

Yeh, it would be better if you optimised the engines so they worked better at 45% say.
