Talking Bear quest

Got problem with this quest... I'm supposed to talk with the most powerful magician in Arlania which would probably be Rezo was his name I think? The wizard in the tower oO? However after getting the staff needed for main quest I can't even talk to him in the tower cant trigger any sort of dialogue just nothing happens but i keep seeing the quest mark above the tower ...

Is it a bug ? Do I need to progress some more or maybe was there some other way to get the staff without fighting the magician outside of tower ?

The tower will open again later in the game, then you can finish the quest.

You won't believe how I stumbled upon this. I was frantically searching for bass guitar tabs for a gig I have coming up. I must have typed the wrong keywords because the search engine threw me a curveball. Instead of music sheets, I found big bass bonanza and decided to take a five-minute break. Within a few spins, I hooked a massive win with the dynamite feature. It was ironic that I made more money playing this game in ten minutes than I would have made at the gig.
