Request: Cast lvl1 spells with lvl3 magic using ctrl+shift?

See title. I was just wondering how easy it would be to make a mod to be able to cast spells at lvl1 if you already have the spell at lvl3. Any ideas?

its alreadz in game so why implement a mod for it?

Do you know in which version this appeared?
