Conspiracy against the governor on the Islands of freedom?

There is a nordic/barbarian city in the eastern part of the Islands of freedom. The leader of the town asks if I want to take place in a conspiracy against governor Scott, but I can't say yes! Is there a way to actually do this?

I would really like to try.

I am sorry if someone has already asked. I tried to search for this.
