Baal won't fight me

Baal keeps teleporting me in Demonis. I'm L26... why won't he fight me? Do I have to be L30 or something?

You must go to elven lands and Lands of the Dead, defeat Karador and then return to Demonis. Only then he will fight you.

My understanding was that you likewise must have the quest from the Dwarvish Chief Engineer for the key to close the demon gate for the dialogue line to open up, then you can fight him.

Exactly, but you can't get this quest before you do the main quests in ellinia / land of the dead.

Oh I see... Where can I find the chief engineer cuz I've already done the elven main quest...

It is in the last dwarven zone called Mehgard, try the elevator north of the one to the underground sea.
