Dont get this one...

Hi,

I don't get this one...as in "the power of water " scroll ... what/where do I use this one ? - I remember ( a rumor ) something about a wizard running around trying to "lift" a boat ( I could be wrong here ) in Western Islands, but I sure can't find anything... pretty please hint
