Because the game is set so that when you use the game pad, the right stick acts as a momentary switch. This is why you don't have to hold the Rstick forward to maintain 100% throttle, you just push it up momentarily untill you reach the desired power.

On the flight sticks (at least w/ the Ace Edge) the throttle acts as a potentiometer. You must move the throttle all the way forward to achieve 100% throttle. However, the stick as a piece of hardware remains in that posistion untill you pull it back. It does not return to it's original posistion automaticly like the sticks on the gamepad.

So, as you can see from above, the gamepad and the flight sticks are actually somewhat different. When the devs mapped the controlls for the sticks, the failed to realise that the throttle ,when set to zero or 0%, could not also act as a wheel brake. This is because the momentary switch on the game pad reduces the throttle by momentarily inputting a negative number. This is why it acts as a wheel brake on the ground. Basicly they have to map the throttles zero barrier to a negative number (say... -1%) instead of zero.
