So what you need is a silent chopper with thermal imaging equipment, and a laser targeter. and this plane, also with a laser sensitive/thermal imager, loitering around.
At nighttime, the chopper goes looking for the 'trouble makers', illuminates them with the invisible laser, and the duster glides in silently from attack height, unleashing its payload, then they're both outa there.... One up for the good guys
