It would be the most stupid thing in the history of gaming if the only way to launch the game in DX10 would be through the desktop DX10 icon and there would be no other way... Typically all the DX9/DX10 games i have played have had a DX9 and a DX10 source icons (executables) in the main folder...
Hello, The default Necrovision.exe in the Bin folder typically launches the DirectX 9 version. The separate DX10 desktop shortcut usually starts the same executable with a DirectX 10 launch parameter (or points to a different startup configuration), rather than using a separate DX10 executable.

So yes, if you want the DX10 renderer, you generally need to use the DX10 shortcut or replicate its launch options. You can check the shortcut's Properties → Target to see if it includes a parameter like -dx10 or similar.
