Because it was around for so long, there were a number of Ki-48 variants, many of which aren't in the game.
While modders have done a great job filling in the gaps for the IJAAF, the quality of their work isn't always that good. It would be a pleasant surprise if there were official versions of aircraft like the Ki-30, Ki-44, and Ki-51, as well as a flyable Ki-27 and a few more variants of the Ki-43 and Ki-61.
That would do a good job of "filling in the gaps."
