Not true, well sort of. You can use any regiment as long as it has been in the game BEFORE 4.13. In 4.13 a lot of new regiments were added. If you try to use full mission builder with any of these new regiments, it will not work properly
Now I have not had any issues running QMB with the new regiments, only when using the FMB. So until they fix this, load up a 4.12.2 game and see what regiments are available there. Use these only in FMB of 4.13 and you should have no issues. This applies to all countries.
For example if I set the regiment to lets say VB-11 USS Hornet CV-12 (an old regiment) the mission will load no problem, but if I try to use VB-7 USS wasp CV-7 (added in 4.13) the mission will not work properly.
