Are you using a B25? Not all aircraft can receive that type of beacon. Axis aircraft can't, and I'm not sure if all allied aircraft can either.

EDIT: Some quick testing shows it also matters what country your player aircraft is set to. All American armies and the RAF can tune them, but the USSR for example can't.
