Apparently put FF=0 in conf.ini has no effect (typical CLoD
).
Try deleting/rename .ffe files in
...\Steam\SteamApps\common\il-2 sturmovik cliffs of dover\parts\core\FF

Leave unchanged the file "spring.ffe" that make the stick return to center.
