They are simply made to be just places to go, but there are no shops, enemy troops or npc`s.

Are you sure there aren't shops?
As i can see from my scanned save game, there are some shops.. I'd like to find some executioner but unfortunately my game doesn't have any.. exept for some shop on the unexplored demonis. Maybe they simply placed the rock becouse they intend to free the passage in the future.. and maybe shops are already there.. otherwise i really can't understand where those shops are.. I mean Demonis is very very little to explore.. and this is what i'm missing:

Ok, it's possible not to see a flag or an egg... but castles and shops..

Oh, 1 more thing.. i HATE to remember what i'm missing at shops, so i ALWAYS buy all the scrolls. Sometimes i can't use all my scrolls during fights, so i have to trash, but i never never never leave a single scroll in shops.. As you can see, there are many in my scanned save file..
It's also for that reason I think there already are shops to visit.. maybe in the future? dunno :\
