I now that problem very well, because I've had the same issue at that stage of the quest and I remember running around again and again. I got no information or update, that there is a new portal (same with the Portal to
Riftland later). Only by chance I found this new portal, so I'll keep my fingers crossed, that this is the point where you got stuck.
When passing the stone gate near the dwarven town, just head a bit to the left until you reach that very long straight tunnel leading to the north-east corner of the map. When you reach this point follow the tunnel to the right and then you should see the new portal to
Grotland and in the dead end tunnel.
