As far as I know there is still no way of creating the type of IL2:1946 speedbar that you require using the Clod interfaces.
Fearlessfrog did come up with something close to it some time back using scripts. Link here:

Other than this try doing a search on the term 'speedbar' for any other info, but I'm afraid it's going to be the usual WW2 pilots' way!
