A higher balance number usually means a weapon will be quicker to raise and aim, the weight is distributed towards the rear of the weapon. A lower balance number means the the weapon is slower to raise and aim, a heavier front also reduces the recoil.
There has been a few test, and they have been inconclusive. I chalk that down to game complexity, because the actual result also depends on the stats and stance of the character holding the weapon. The grouping of a burst might be better with a low balance weapon, but that also depends on the weapon, they have a few settings in the files that also affects this. Not to mention the elusive "Weapon familiarity" number every merc gets once he has used the weapon a while.
