However Steam said my activation code was already in use & would not install the sim. I have left a message with steam support & are waiting on a reply.
What other options do I have for complaint? I have now realised the disk was manufactured in Australia & have read lots of other people have had the same issue. I am considering going to consumer affairs over this the sim cost me around $80.00 Australian, but its not about the money its the principle of the matter.

I'm sorry to hear this. Living in Australia though, maybe you are aware of the horrid situation of all gamers there. Government bans, censorship (note that it's the year 2011), delayed release dates, astronomical prices of games. I'm sure there are more issues for aussie gamers, I'm glad NOT to be a gamer in Australia.
If the code doesn't work then you should be entitled to a new code/game. I'm not 100% sure if it applies to Australia too, but I would extremely surprised if it didn't. Have you contacted the retailer where you bought it? I suggest you go there first, bring your wifes laptop along and show them it won't activate.
