I think this is a known bug with hangar placement in axis bases mostly, some have it and some not.
Ataros was collecting information on this issue and said that the developers have fixed some in patches. The thing is nobody knows exactly which bases are affected, so a few of them are fixed on each patch as the information is gathered. In other words, submit the name of the bases in the bug report threads if you see this happening.
