Open Steam and select the Library Tab/Page. You should see IL-1 Sturmovik Cliffs of Dover listed there.
Right click on that title and select Properties.
Select the Updates Tab in Properties.
Make sure that under 'Automatic Updates' you have "Always keep this game up to date".
After that - but possibly when you restart Steam or your PC - your game will receive the official latest update(s).
The latest is 1.02.14821.
