Steam game updates will download automatically unless you specify otherwise. So I guess the more games you have in Steam, the more potential it has to use up your monthly allowance.
I'd upgrade that 10GB cap if I were you, it'll cost you more anyway if you keep going over it. Personally I could get through that in a matter of days
