I have just checked the box and there appears to be no region exclusions. I have also checked the DVD for you and there are no region exclusions evident there either. The only installation condition is the standard 'Internet connection required to activate game' statement and that's standard across all copies of this sim. It might be worth contacting the seller via ebay and double-checking though. You could also try contacting the distributor. The box lists them as
