Yeah was me found that, it was the ubi splash wmv locking some ATI cards into video render, not detecting the switch back to 3D clocks. Doesn't sound like this fellow's issue though, if fps was fine before the patch - in fact this patch + Cat 11.5 solved the ubi problem for me and the .wmv no longer needs renaming.
Unless a check with GPU-Z or similar shows an ATI card underclocking to around 400mhz throughout, there's no need to do it.
Lots of people reporting steadily decreased performance though which is starting to worry me. I've just been trying out CEM in different planes on the 'cross country' quick mission and by the time I'd gone through the UK planes and moved on to trying out CEM in the German planes my performance had dropped to the point I'd started getting stutters/slowdowns at low level, which I don't get on first play. Additionally, this issue seems even more pronounced when using crossfire.
