Is that the pass you get from Stefan Uribe in Cali Cantinos, that looks kinda like a letter, and takes up two vertical inventory spaces? If so, it opens up another shop from the gun dealer in CC (the one by the hospital, not Reyes). I think there was another, but I can't remember now. Maybe the guy in Puerto Viejo?
