Which one? - there are two.
My user.ini file (in the MyDucuments install) was blank too. The second one is well hidden in the Steam installation and hold the data for you weapons load out and convergence. You will find it in Steam- Userdata - 797..... - 63950 - Remote. I copied it across to the Mydocs installation as I was having problems with convergence being set back to default when I re-launched.
Out of interest I copied the default Hurri weapons loadout across to the Spitfire and it made no difference.......
