I came across this while looking FOR multi-core support for XP-SP3 which led me to HAL
http://support.microsoft.com/kb/309283 which led me to posts by people using XP SP3 who upgraded there system but did not reinstall XP and because of this the OS was only see one core or did not have "multi-processor HAL" installed.

So, with that said, XP sees all the cores as separate CPUs, whatever the BIOS reports, that's what the OS sees... nothing more, nothing else... There is no theoretical limit, it all depends on the supplied CPU drivers and updates...
There is a catch to this, to be able to use all the cores; you need to have a multi-processor HAL installed. If you have a basic Advanced ACPI under Device Manager-> Computer then you will only see a single Core, and the OS will not access the other ones...
