You don't have to play the Story-Line, but a lot of the missions that come over the CB are 'Story-Line' related. Such as:
Crane asking you for the lug-wrench
(The trigger of the 'Story-Line').
Matt asking you to "Save Dorothy".
The detective telling you to "Come To The Police Station" and others.
