The Ta 152 H-1 in real life was arguably the fastest piston engine fighter of WWII.
In real life the Ta 152 H-1 achieved: 748 km/h at 9000 m.
In BOP the Ta 152 H-1 does: 646 km/h at 9000 m.
The answer to your question is: because the developers made it that way in BOP.
Other examples:
P51D-5 real life: 703 km/h at 7600 m.
P51D-5 BOP: 576 km/h at 7600 m.
Fw 190 A/F-8 real life: 656 km/h at 6300 m.
Fw 190 A/F-8 BOP: 584 km/h at 6300 m.
