Sticking to stair steps and other small ground debris
 

It's like the character is walking/running shuffling his feet. Sometimes I can only get up certain walkways by jumping up them. I think I recall Painkiller did this to but not near to the extent with Necrovision.

I played with a bunch of different game settings/resolutions, etc. but it still happens.

Any other ideas to stop/reduce this?

Did you recently update your graphics driver? If so, try going back to an earlier driver. The game was unplayable when I updated my card's drivers (GeForce 9800 GX2).
