Stuck on the Main quest " Dragon Necromancer"

I Stuck on the Main quest " Dragon Necromancer"
I am supposed to kill an Ice dragon Necromancer but I cant find him.
The only dragon in the cemetery is the undead dragon Necrotix which I killed before getting this quest.

He is on the Iceland continent (where you got the mission).

Once you go inside the cave, you will see him walking around (it's a bit deep and you'll have to dodge or fight your way in).
