Help needed - Dragon-Informant Quest

Where can I find the talking dragon that Professor Drotar on Grotland needs to write his book? The quest is called Dragon-Informant.

I believe you just have to bring him any dragon. I had red dragons in my army and could immediately give one to him and get the reward (there is some flavor text about the dragon being a sage or something).
