i think it used to work in the past, but got broken since TD introduced new settings who mods dont share.

I host a lot of 4.11 coops on HL and so far I haven't experienced anything like this. Just keep in mind that when 4.11 was first released, HL did not support the new Difficulty settings. Consequently, there were some issues to deal with.
However, since the latest version of HL supports 4.11, I haven't heard of any problems with the Difficulty settings.
Also, the Difficulty settings that the host/server uses are definitely not "...just a reference for other who will join of what you will be using." The host's Difficulty settings are what all the clients will be using while in that server.
