Is there any way to activate free hyperjumps in Civil War?

The thing with hyperjumps is that it is entirely a scripted effect, so there is no way to hyperjump to systems of your choosing. Someone could, theoretically, make an entire 'hyperjump network' but that would take a long time and a lot of scripting to accomplish.
