Still can't go to Freedom Islands

I've completed most of the quests om Darion, and now want to go to to the Western Islands. Kitano on the beach says he can not take me there because of the King's decree. The King is no help. The dirigible dwarf will only take me to Lyaro. I can't find a portal with my boat. What am I missing?

Go to Lyaro Island and finish the quest there first.
