A big yes!
Mind you, other palnes are bugged too, depending on where you're flying (MP/SP). I have yet to be able to apply some weathering on Hurricanes, and 109-s are sometimes fully weathered too :(

Post some pictures of WW2 aircraft so we can compare between new and battle worn aircraft and what effect the slider bar should do.

I'll go out on a limb and say a majority of Spitfires in 1940 had this degree of paint missing during the summer and fall. Pure speculation, of course since I wasn't there at the time!
